    "content": " Order! Order, hon. Members! Let me guide the House. There are two issues here. The first one is that which hon. Lessonet was raising in terms of the Senate acting. I do not want to use his words of “interfering with the county governments”; given that there are two governments, namely the national Government and the county governments. There is also the matter that was raised by Dr. Nuh in terms of whether when you provide for a higher threshold for a decision than that provided for by the Constitution, you are not breaching the Constitution. Those are the two issues that we need to clarify."
