Equality includes the full and equal enjoyment of all rights and fundamental freedoms. Every person is equal before the law. He has the right to equal protection of the law. Women and men have the right to equal treatment including the right to equal opportunities in political, economic, cultural and social spheres. So, when you have one-third is when you are looking at affirmative action. However, the ideal is equality constitutionally."
