Unless we have the right capacity in these county governments, then the thing is not going to be any different from the municipalities and county councils that we have today. Therefore, it has to start off with something. We should start on a note that essentially puts a minimum requirement of expectation. You cannot have a minimum requirement of expectations if you do not have a minimum requirement of qualifications."
