What the amendment tries to cure is the issue of quorum because we are provided for in the Bill that the resolutions of the County Executive Committee shall be by a majority of the members present and voting. For, at least, sanity to prevail so that it does not happen when a Governor wants to deliberate on a matter and have the resolutions of the Executive Committee, he sends seven or six Executive Committee members on trip outside county, or to even outside the country, and then he remains with two of them and vote to pass the a resolution that will affect the county as a whole. At least, we are trying to set a minimum quorum of about half of the membership, so that if the resolution is carried then---"
