    "content": "Now in the situation that we are talking about, it is very easy for the Governor to ensure that the majority of the Cabinet is not there, and make very critical decisions. I think it is something we left out actually in spirit of the new Constitution. We should have had provisions dealing with quorum, because it is Government by Cabinet. So, I strongly support this position."
