    "content": "In the policy framework under the Sessional Paper No.3 of 2009, which was the National Land Policy, it was recognized that there were too many statutes dealing with the registration of land rights. Therefore, there was need to harmonize these statutes in order to enhance efficiency, transparency and accountability. I need not go back to the Constitution which under Article 68 requires of us to consolidate, harmonize and rationalize all laws relating to land and in this respect the registration statutes."
