    "content": "Mr. Deputy Speaker, Sir, the fact that you do not have enough water in your house does not mean you do not rush with the little water you have to help at a neighbour’s house, which is on fire. Africa lived under an organization which was called the Organization of African Unity (OAU), which observed the principle of non- interference in the internal affairs of another country. In a sense they said “hear no evil, see no evil, speak no evil.” If AU had come into being much earlier, the problem of Somalia would have been solved some years ago."
