    "content": "Madam Temporary Deputy Speaker, these are the reasons why the common person down there has to be empowered just as the rich have been empowered to get title deeds. The common man has to be enabled to get a title deed just as the one who is moneyed and well-oiled is able to get a title deed. Information has to be available in every cadre, even at the locational level. What harm would it do if registries were public; that, at least, if I wanted to know in a certain locality how many title deeds are present, I would do so? This is information that should be available to the local person, so that they have information as to when danger is looming for them to know when it is time to run to court. We expect the courts to perform better than they have been performing in the past."
