    "content": "Mr. Temporary Deputy Speaker, Sir, Clause 9(2) (a) is about maintenance of documents. It talks about what should appear on the document, that is, the name, personal identification number, national identity card number and the address of the proprietor. I am not sure whether the national identity card means anything other than the Kenyan national identity card. Since “passport” is not there I am not sure whether a foreigner or foreign company then will be able to qualify to own land. Maybe that needs to be clarified."
