    "content": " On a point of order, Mr. Deputy Speaker, Sir. The bottom line of all this is that we are talking about wards and constituencies. Actually, the bottom line is about boundaries. We know the essence of who rules or represents Kenya really depends on the kind of report that we are placing before the House, either for approval or disapproval. I would really plead with the Committee that, unless they put before us a full Report without any pretence of bringing any additions or corrigenda; that the debate only begins when all the material is placed before the House, I think that is the best way to go."
