    "content": "Mr. Deputy Speaker, Sir, we must accept that even if we are in a situation where the Constitution does not favour us, it does not change. In this case, the Constitution is favouring the implementation of the mandate of IEBC. I remember the Chairman trying to quote the law of the IEBC, but we have a principle in law which says that any law that is inconsistent with the Constitution is considered repugnant. Therefore, the Chairman of IEBC is not under any direction. Mr. Deputy Speaker, Sir, I urge that you give a ruling that this Report should not be debated because we are taking the time of this House in vain. I move."
