    "content": "Mr. Deputy Speaker, Sir, I am seriously disappointed by the sentiments expressed by the Minister for Justice, National Cohesion and Constitutional Affairs. First, this House passed a Bill. That Bill has not been officially returned to Parliament. Therefore, for us, we expect the President to assent to it. So, he comes and tells us to ignore a Bill that we passed and wait for a memorandum, I do not think he is serious. He knows very well that even that memorandum he is referring to, which, probably, some of us have seen informally, does not affect the clause dealing with the number of wards. So, how then do we, on a Motion, change what we passed in the form of a Bill? Why should we legislate in vain? Why should we debate a Motion touching on something we legislated a few days ago on the number of wards?"
