Mutula Kilonzo for the first time that the Bill which we passed has not been assented to by the President and so it is not yet law, we are going to make a decision today to increase the number of wards. The IEBC has a timeline of 14 days. Supposing the Bill is assented to by the President within the 14 days--- We need to make a decision because if the President assents to the Bill, that will override the decision we are going to make."
