    "content": "Thank you, Mr. Speaker, Sir. Mine will be very brief. One is the fact that the time which was allocated to us to pass that law has expired. How then do we reopen this debate and by passing it to the Committee concerned, would we not be doing something which is unconstitutional? It is very clear that the interpretation of the Constitution is the province of the courts. So, when we say that we want you to give direction, would we not be, as a House, usurping the powers which are supposed to be with another arm of the Government? That is the issue I want you to consider."
