    "content": " Mr. Speaker, Sir, I thank you for giving me an opportunity to comment on this very important issue. I want to remind my colleagues, through you, that Parliament, as defined in our Constitution constitutes the President of the Republic of Kenya and the National Assembly. And that we make laws in this House subject also to the constitutional intervention of his Excellency the President, which intervention is recognized by the Constitution of the Republic of Kenya. Whether the comments or the proposals by the President would be considered favorably by the House or not, it is a matter that lies squarely in the hands of this House."
