    "content": "With respect as to whether or not the President’s Memorandum is timeous and (b), the second limb of that argument, whether or not the consequences of that Memorandum will be dealt with in a manner that is timely, that is unprecedented. It is a completely new matter and I will want to give considered direction on that, bearing in mind the submissions, of course, by Mr. K. Kilonzo that the purview of the interpretation of the Constitution falls in the province of the High Court. I will exercise my discretion as may be available to me discreetly respecting the doctrine of separation of powers, as I have always, indeed, done. So I will give directions in that regard on Tuesday next week in the afternoon. In the meantime, because I am fully persuaded and convinced that reference to the Committee and subsequently to the House is lawful and constitutional, the Committee of the House shall proceed to do what it ought to do and must do it on behalf of this House in the meantime."
