    "content": "Thank you, Mr. Speaker, Sir. Several times, we have come up with these issues of timeousness of enactment of legislation. You are the head of this House called Parliament. The Constitution sets out possible penalties for Parliament when it fails to enact certain legislation at certain timelines. When certain sections of Parliament are the cause of the delay, the Judiciary will not be able to look at it that way because Parliament will have failed to enact the legislation; if it ever goes to the court of law. Yet, in this circumstance, we have had several times where, perhaps, the Executive, which is part of Parliament, is the one causing the delay in Parliament in meeting those timelines. I beg you to give us a ruling as to how we will proceed from there, so that we are able to enforce it such that all of us in Parliament are acting within those timelines. So, as you come to give your ruling, please, include that in your ruling."
