(a) Can the Minister confirm that there was a provision for bursary allocation of Kshs.20,000 to 200 students in every constituency in the Financial Year 2011/2012 Budget? (b) Why has the Ministry not released the funds, considering that students continue to lose out on studies as they await the release of the money? (c) When will the Ministry release the funds?"
