    "content": "The effect of this amendment is to enable IEBC to distribute, if there are any wards. If this Parliament is going to agree to increase the wards from 1450 to 1550, those wards can only be redistributed by IEBC and not the Committee. So, I move the amendment and request, hon. C. Kilonzo to second."
