    "content": "Mr. Speaker, Sir, so basically, this is the height of gerrymandering. The word “gerrymander” comes from a chairman who was called Gerry in the United States, soon after the civil war, and “mandering” means you keep on going around to disempower some power, and at the same empower others unduly. Effectively, what this is supposed to do is to address the historical problems we had in this country because constituencies in the past have been formed or created in manners that never took the masses in its own enterity into consideration. This is going to allow the people of Garissa Town, the municipality to be able to be one constituency which is multi-community. At the same, it does not deny Balambala a constituency because the entire rural Balambala is inhabited by one clan."
