"content": "clause, I have provided that any person who contravenes these provisions of Clause 4(1) commits and offence. In Clause 6, which is about fees chargeable, I have provided that a sponsor may charge a reasonable fee for a copy of a report provided for under Clause 5. In Clause 7, I have dwelt on prohibition of publication. In Clause 7(1), I have provided that a person shall not publish the results of any electoral opinion poll during the period of 48 hours immediately preceding the date of an election. Later on in this discussion, I will be expounding on this important issue because it is one that somebody who wants to defeat this Bill might want to dwell on. I will explain why it is important we prohibit that. In Clause 7(2) I have provided that a person who contravenes Clause 7(1) commits an offence. I have also provided for penalties in this Bill. A person who commits an offence under this Act is liable to a fine not exceeding Kshs500,000 or to imprisonment for a period not exceeding one year or both of them. Mr. Temporary Deputy Speaker, Sir, as I move this Bill, I would like to request hon. Members to look at the history of opinion polling. Opinion polling is nothing new. In fact, earlier on when this matter came before this House as a Motion – that time I was out of Parliament because I had been thrown out to face a by-election – I was surprised when the media reacted to give the impression that---"
