    "content": "Mr. Temporary Deputy Speaker, Sir, there are catchy words in opinion polling like “sample” and “polling methods”. I want hon. Members to know that the sample and polling methods are basically three. There is the type where you can choose to go verbal, you can use balloting or you can have the process type of opinion polling. It has been scientifically confirmed that verbal ballot and process opinion polling can be conducted very efficiently. In contrast, the popular polls which are conducted on the internet, radio and television stations draw on whoever wishes to participate rather than a scientific sample of population. These are generally not considered to be professionally or effectively conducted. There are two types of polls; the benchmark poll or the tracking poll. The benchmark poll is the poll which is normally conducted just before a campaign so that you know where the candidates are starting from. It is from that that you will see how candidates will build up when you now move to the second phase of opinion polling which we call tracking polls. The beauty with tracking polls is that they are repeated at intervals. These intervals are usually generally averaged over a tracking window. A tracking window may be one day or three days. On average, the best tracking window is usually a week. So, if you are using a tracking window, you will find that the key benefits is that the trend of a tracking poll tends to correct any bias as the tracking goes on and the public then gets accurate information."
