    "content": "Mr. Temporary Deputy Speaker, Sir, there is also the issue of coverage bias. If the coverage is not scientific or biased, then it is going to adversely affect the opinion results. Therefore, this law wants to ensure that you can enjoy your right to do the business of opinion polling but, please, do not be biased in coverage. What do I mean by this? If an opinion poll is not scientific, it tends to be biased in coverage this way; that left on its own, the richer members of the society and the better educated members of the society are the ones who usually participate in an opinion poll unless it is scientific. So, you must make it scientific so that both the rich and also the not-so-rich are polled and the educated and the not-so-well-educated are also involved. The educated people are more likely to participate in a poll unless this is controlled. The issue of controlling is so technical that I would not wish to spend time talking about it but let me just mention two points on controls."
