    "content": "The final Communication is with respect to His Excellency the President’s Memorandum. At the afternoon sitting of Wednesday, 29th February, 2012, I directed that the Memorandum by His Excellency the President on the County Governments Bill, 2012 (Bill No. 1 of 2012) be committed to the Departmental Committee on Local Authorities for consideration. Thereafter, Mr. Mbadi rose on a point of order and sought directions from the Chair on whether or not the Memorandum violated Article 261 of the Constitution, as read together with the Fifth Schedule to the Constitution, which sets out specific timelines within which legislation to implement the Constitution should be enacted.
