"content": "“This Constitution shall be interpreted in a manner that- (a) promotes its purposes, values and principles” Considering all the foregoing issues which are all formidable and the options available to the House in their entirety and the end result of the process envisaged in Article 261(5) and (6) of the Constitution, it is my considered view that the House should proceed to dispose of the Memorandum from His Excellency the President in the manner outlined in my communication of Wednesday, 29th of February, 2012, as it furthers the purpose of the timelines specified in the Fifth Schedule."
