Member for Kimilili, Dr. Eseli, in which he observed that although the Constitution sets out, at Article 261 of the Constitution, penalties for Parliament where Parliament fails to enact legislation required for the implementation of the Constitution within the timelines specified, in several instances, it was the Executive and not Parliament that had occasioned the delay in the processing and publication of the required legislation."
