    "content": " Mr. Speaker, Sir, I beg to reply. Only 65 per cent of the population lives within areas where there is mobile coverage while the actual land covered by these services is 36 per cent. It is, however, recognized that there are limitations on the reliance of market forces in the delivery of universal communication services to all parts of the country. It is for this reason that my Ministry is in the process of establishing the Universal Service Fund (USF) as provided for under the Kenya Information and Communications Act (Cap.411A) and the Kenya Information and Communications Universal Access and Service Regulations of 2010."
