Prime Minister to delegate to any of his deputies, in the event that he is not available in the country such as stated in this letter; that he is away in Brussels. If the Right Hon. Prime Minister got up to provide this Statement as he, indeed, committed himself to do on 29th February, then the easiest thing he would have done is to pass on the Statement to one of his deputies. Why has he not done so?"
