    "content": "Mr. Speaker, Sir, yesterday, when we interrupted the debate, I was in the process of saying that when the Governor of Central Bank of Kenya (CBK) was explaining himself, we asked him: “Does the CBK have standards on what needs to be done at a given time?” For example, in the stock market, if the prices of any share were to rise or fall below some amount, then the Capital Markets Authority (CMA) will respond. Apparently, at CBK, we do not have those standards. No wonder at some point, the Governor of CBK was saying: “We are not going to respond or intervene against the problems affecting the Kenya Shilling.” At some point, he was also saying that some banks were hoarding dollars. Clearly, that is a Central Bank that does not have standards and benchmarks to measure and detect problems."
