They can be hired as a gang for hire because I do not understand how our armed policemen could go on a ship across foreign territory without any indication. In this particular case, I am worried that, in fact, they have been used as private security. Why did the ship not hire a private security? Why was it necessary for our armed Kenyan policemen to be used as an escort?"
