"content": " Madam Temporary Deputy Chairlady, I find that new clause superfluous. If you look at Clause 26, which we have just passed, it says that; “The Chief Justice may in consultation with the Committee make rules for regulating the practice and procedure of the court”. Now, this one says: “The Chief Justice will make rules to regulate the conduct of proceedings in the court”. It is one and the same thing; the functions are exactly the same as in Clause 26. In fact, the provision in Clause 26 is broader, because it is about the entirety of the practice and procedure. That includes almost everything."
