    "content": "Mr. Speaker, Sir, ordinarily I thank the Minister but on this one I am not going to thank him at all; it is unfortunate that in this country today young Kenyans are flocking to refugee camps because the services provided in the camps are much better than what the host communities get. A lot of these young people went to the refugee camps when they were less than ten years old, and have since matured. When they went to seek national identity cards they were denied them on the basis that they were refugees."
