    "content": "Mr. Speaker, Sir, those of you who are of my age, your age and the professor’s age remember the 1950s, when we used to do the examination by East African Examinations Council; we never had these problems because the exams from Kenya used to be marked by Ugandans, those of Ugandans used to be marked by Tanzanians and those of Tanzanians used be marked by Kenyans. That is how it used to be. Those exams used to be marked by people who had absolutely no interest in the examinations."
