    "content": " On a point of order, Mr. Deputy Speaker, Sir. All the constitutional provisions read by my colleague, hon. Mwau, are correct. The Standing Order No.79 does not violate the Constitution. It gives meaning to the Constitution and gives you procedure on how to handle the issue. This is a House of rules and procedures. It does not say “do not discuss a Head of State of another country, another country or the representative of another country”. It says “this is the procedure to discuss such a person”."
