"content": " Mr. Speaker, Sir, on 16th February, 2011, the Member for Gwassi, hon. John Mbadi sought a Ministerial Statement from the Minister for Finance on the outstanding Finance Bill, 2011. In particular, he wanted the Minister to provide clarification on the way forward on the outstanding Bill. I wish to respond as follows:- As hon. Members are aware, the Finance Bill, 2011 is still pending before this House. The House Business Committee is yet to introduce the matter before the House for resolution. The Bill has been outstanding because of the new clauses introduced. Order No.266 required further consultations with the relevant Ministries and respective Parliamentary Departmental Committees as they would have far-reaching social and economic consequences to the economy in addition to contradicting Government policy, stands on economic liberalization, international and regional obligations including agreements entered into with some of our development and multilateral partners. It is also important to know that apart from those reasons, other matters touching on the Capital Markets (Amendment) Bill, 2011 and the Central Depository"
