    "content": "As a matter of fact, all Committees of the House are open to the full membership of the House. If a Member has reason to believe that hon. C. Kilonzo will not properly apply himself to the business that is before the Committee, please, attend that Committee and raise your objections in the Committee. The Committee will determine whether or not hon. C. Kilonzo should continue to sit in its proceedings when it is carrying out an inquiry into this matter. That is the proper way to proceed, and I so direct."
