We do not want a situation where if there is a window for either international borrowing, the national government crowds out and takes everything, and then the county governments cannot access any credit lines for a development project that they want to undertake in their given area. It is absolutely important that I draw this to the attention of hon. Members when they are looking at the provisions that will relate to borrowing and so forth. Please, bear that in mind."
