How many times have we asked Questions here to the Minister asking him: Where is the balance of the money? But because it is not a direct charge on Consolidated Fund of money that is being taken off, they play around with it. They use it to control. They use it to do their own things around. Let us be careful. I want to say it again, please, Members of Parliament, let us go and look at this Bill. Let us not rush at all, at all! Let us discuss it until the cows come back but we must get it right."
