    "content": "Mr. Deputy Speaker, Sir, Suba is one of those pockets of poverty in Nyanza just like the rest of the ASAL areas. The Government gazetted Suba as a hardship area early 2010. We are in August, 2011. Are you satisfied as the Chair that these negotiations that failed for over one and half years, can be finished within four weeks? What undertaking are we taking from the Assistant Minister, so that teachers of Suba cannot continue to suffer more hardship than already the environment has provided to them?"
