    "content": "Mr. Temporary Deputy Speaker, Sir, NACADA was established in March, 2001 by former President Moi with the aim of preventing, controlling, and mitigating abuse within the Kenyan society. This House, in 2007, approved a Motion proposed by myself that NACADA should be anchored in law. In June, 2007, His Excellency the President through Gazette No.140 established NACADA as a State corporation. The effect of the Gazette Notice by His Excellency the President was to add the name “Authority” into NACADA’s title, and to include the management and regulation of rehabilitation centres into NACADA’s mandate. Having done that, NACADA has thus been working in the past five years in the format of the gazette notice. However, despite the fact that NACADA has been successfully able to create awareness about the problem, the problem of drug and substance abuse seems to be expanding rather than shrinking."
