    "content": "Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Motion. Mr. Temporary Deputy Speaker, Sir, from the outset, I want to thank and congratulate the Member for Kamukunji for bringing this matter before the Floor of the House, so that we can ventilate and speak on it, since it is of great national importance. I want to condemn this act of brutality and violence against innocent civilians and request the Government --- When these incidents happen, always there are statements by the Government that they will leave no stone unturned until the culprits are brought to book. Just before they bring those culprits to book, another incident happens. It becomes a pattern of a Government that is not serious or on top of its job. Mr. Temporary Deputy Speaker, Sir, Nairobi is a soft target. I think if the Government cannot protect the capital city which holds the pride of the country, then I do not know which other part of the country it can protect. I happened to be in Wajir a few weeks ago and there was a similar attack. These ones that are happening in Nairobi, there is also a tendency of quick conclusion. Every time these things happen, we, of course, now have found a way to blame Al Shabaab . We need to blame them and also clear them. That is why we are fighting in Somalia on a matter that all of us think is a just war. But it should not also be a soft excuse for the Government. When things happen just a few metres away from the Office of the President, it is blamed on Al Shabaab. How can the"
