    "content": " Mr. Deputy Speaker, Sir, I think we are reading too much in what is not there. If you look at the President’s letter dated 13th March, 2012 it is addressed to the Speaker. It is referring to the memorandum of refusal to assent to the County Governments Bill (2012). It says:- “I wish to clarify that the reference to the memorandum to Clause 30 (1) (i) is erroneous. The correct reference should be Clause 30 (2) (i)”."
