    "content": "Therefore, Mr. Chairman, Sir, I submit without hesitation that if Section 46 is in force and, if it authorizes the President of the Republic of Kenya to express an opinion on legislation, to make a recommendation on account of legislation, the least that this House can do is to honour the right of the President to debate that opinion and recommendation, but not to say he cannot send his opinion and recommendation to this House. You cannot seek to block his rights to express that opinion."
