The fact of the matter is that the President is painfully aware of all the laws that he has assented to. That is why he selected one and said that you cannot move on this basis because it violates the Constitution. I would suggest that you find the Memorandum of the President is admissible and ought to proceed in the Committee of the Whole House. Thank you."
