    "content": "That is a different arm of Government. In the Canadian Parliament, it is not the Prime Minister who exercises that power who is the Head of the Government. It is the Governor-General who is a nominee of the Queen who sits somewhere else and when the Bill is passed, it is taken to the Governor-General to assent. That is the assent that we are looking for! If this House says: “You are un-constitutional”, where will the Bill go back to? That is because the President will not sign it and, therefore, we will have no law."
