    "content": " Mr. Chairman, Sir, I actually must conclude by saying that this is a very healthy debate. We know the rules, we know the Constitution. All of us have sworn to uphold this Constitution. The reality of devolution which is a very exciting thing, to me, is here before us. But let us accept the fact that the President has acted in accordance with the Constitution. Therefore, I think we should move on with the business. The last point I wanted to make is when the Deputy Prime Minister and Minister for Local Government brought this matter before the House and, indeed, he is still the one shepherding this process, he was acting within the understanding of one Government. There cannot be two governments. Thank you."
