    "content": "The argument that was brought by the Government about the people of Kenya and consultation, I want to remind the Attorney-General that the sovereignty of the people of Kenya is actually the first Article of this Constitution. It says that all sovereign power belongs to the people of Kenya. But it goes ahead to say that that power can be exercised either directly or indirectly through democratically elected representatives. There is no democratically elected representative organ of this country superior to Parliament."
