    "content": "Mr. Speaker, Sir, one of the key things that are necessary in terms of contract grants is to look at the articles and see if there are punitive articles. In this particular case, Article 18, which is the rule for recovery, was extremely punitive. It is important that in future we negotiate contracts, so that they are not punitive to the extent of refund. That is why you find that many of the contracts that were initially from these particular donors seem to move to the East because of less punitive conditions."
