I would like to inform the Prime Minister that after using CDF money to build more than 20 health facilities in Mandera East over the years, we have not been able to operationalize these facilities for lack of personnel and also equipment. Since the CDF kitty started in 2003 up to now, we have not been able to use these facilities and wananchi are accusing us of building just structures without the services in this part of Kenya. What will you do as the Prime Minister to ensure that these facilities in Mandera East are utilized for the purposes that they were built?"
