    "content": "Mr. Deputy Speaker, Sir, I rise on a matter of constitutionality, bearing in mind that there is precedent that the Speaker has set previously, when he said that a matter touching on constitutionality could be raised at any time during the stages of processing a Bill. I rise on this point of order because I feel that if we continue debating this Bill as it is, it will be unconstitutional. Why do I say so? Article 261(1) of the Constitution spells out as follows:- “Parliament shall enact any legislation required by this Constitution to be enacted to govern a particular matter within the period specified in the Fifth Schedule, commencing on the effective date.”"
